Prof Abhay Karandikar is currently the Director, Indian Institute of Technology (IIT) Kanpur, one of the premier technical institutes of India. Before joining IIT Kanpur as the Director in April 2018, he served as Institute Chair Professor in the Department of Electrical Engineering at Indian Institute of Technology (IIT) Bombay. He also served as Dean (Faculty Affairs) and Head of the Electrical Engineering Department at IIT Bombay. He spearheaded a national effort in setting up Telecom Standards Development Society of India (TSDSI), India’s standards body for telecom with participation of all stakeholders. Prof Karandikar was the founding member and former Chairman of TSDSI. He was also Member (Part-Time) of Telecom Regulatory Authority of India (TRAI) from January 2017- January 2020. He serves on the board of several companies and has founded and mentored start-ups in telecom and networking. He also serves on the Board of Governors of IEEE Standards Association. He is a member of Technology Innovations Group on 6G and chairs the 6G Spectrum Task Force setup by the Department of Telecom, Government of India. Earlier, he had also chaired the 5G Spectrum Policy Task Force. Prof Karandikar has several patents issued and pending, contributions to IEEE, 3GPP standards, contributed chapters in books and large number of papers in international journals and conferences to his credit. Prof Karandikar was awarded with IEEE SA’s Standards Medallion in December 2016 in New Jersey. His team also won Mozilla Open Innovation challenge prize in March 2017 for his work on rural broadband and digital empowerment in rural India.
Anand is Director of Sustainability and Industry 4.0 at Tata Consultancy Services (TCS), serving Asia Pacific customers. Prior to this role, he was Head of Internet of Things for Asset & Energy Management solutions serving global customers at TCS. He has been instrumental in architecting and developing multiple IoT platform and analytic models for Asset & Energy Management solutions and providing managed services for global clients. He now consults Asia Pacific clients at TCS on Sustainability (includes net zero ambitions) and Industry4.0. He has held responsibilities as a Plant Manager in Automotive industry before joining TCS in 2009. He has two solution copyrights and multiple papers on Sustainability related subject. He is a certified Industry 4.0 assessor and a certified Manufacturing consultant. Anand is a Chemical Engineer from AC.Tech Anna University, Chennai, post-graduate in Management from Indian Institute of Management, Kozhikode. He has also done an executive program in IoT from MIT, Sloan School of Management.
Anindya is Chief Technology Officer (CTO) at Saankhya Labs with approximately 26 Years of experience. He is an expert on Software Defined Radios and has led the design and development of the Baseband and RF subsystems for Saankhya’s products in wireless communication.
He has been instrumental in 5G Radio, Broadcast Radio, and SDR Platform development and holds several fundamental patents and publications in this domain.
He is a Senior Member of IEEE and participates in standardization activities in 3GPP, ORAN, and TSDSI. He is an alumnus of IISc Bangalore and IIT BHU and previously worked for Texas Instruments and Broadcom.
Dr. Arzad Alam Kherani is currently the Chair of TSDSI SGSS Working Group 2: Applications and Service Layer Standards, AI/ML. He is the Associate Professor (Department of Electrical Engineering and Computer Science) at IIT, Bhilai. He has worked on broad areas of Computer networks, Queueing systems, Wireless communications. He has also worked for industry for a decade and gained experience with product conceptualization, product design and development, industrial R&D and standardization. He did his Masters and PhD from IISc Bangalore.
Atul Kumar Gupta has more than 30 Years of experience in the design and development of Optical Communication based products. He has worked on design of Synchronous Digital Hierarchy (SDH) based systems, Fiber Access System, Optical Amplifiers, Giga-bit capable Passive Optical Network (GPON), Dense Wavelength Division Multiplexing (DWDM) equipment, Quantum key Distribution (QKD) etc. He holds B.E. (Electronics and Communication) from DCE, Delhi and M.Tech. (Opto-electronics and Optical Communication) from IIT, Delhi and is currently designated as Head (Optical Technologies) at C-DOT.
Avinash Agarwal is an ITS Officer of the 1992 batch. He has 29 years of extensive experience in Telecommunications, Information Technology, and Broadcasting while serving in various positions in the Government of India.
Presently, he is posted as Deputy Director General (Convergence & Broadcasting) at Telecommunication Engineering Centre, India’s Standards Setting Organisation.
Previously, as Additional Director General (IT) at Prasar Bharati, he headed various digital transformation initiatives for the twin networks of Doordarshan and All India Radio and also successfully delivered their Global Digital Platform and NewsOnAir Mobile App. This involved live streaming of 230+ radio channels, live TV, text news in multiple languages, podcasts, etc.
He also served as State Head Haryana, BBNL for the roll-out of the BharatNet Project for providing Optical Fibre Cable connectivity to 6000+ Gram Panchayats in Haryana.
Shri A.K. Mittal is associated with TSDSI as Advisor with special focus on standardisation in wireless and wireline systems and handles standards related activities of TSDSI in 3GPP and ITU-R.
He began his career in R&D at Indian Telephone Industries Ltd and later joined Department of Telecommunication (DoT), Government of India where he worked in a variety of domains like Satellite Communication, OFC, Microwave, Mobile Networks, Switching Systems, Network Management, Licensing, Regulation, Standards, Testing and Certification etc. He was Head, Telecom Engineering Centre (TEC), the technology arm of the Department of Telecommunications. He has represented the Government of India in various bilateral and multilateral international meetings.
He did his graduation in Electronics and Communications Engineering in 1976 from Indian Institute of Technology, Roorkee. He also holds a Diploma in Management. He has a career of over 46 years in the field of Telecommunications.
Benoist is a distinguished member of technical staff at Nokia Bell Labs, and is based in Tokyo, Japan. He joined Nokia in 1998 and has been involved in standardization ever since. In 3GPP, Benoist has been a delegate for almost 25 years and has held the official positions of specification rapporteur, work item rapporteur and vice-chairman. He is the original editor of the Stage 2 specifications of both LTE and NR. Benoist is currently leading a team of 20 delegates representing Nokia in RAN2 and his area of expertise mostly lies in the user plane with a recent focus on XR as a Study Item rapporteur.
Dr. Bighnaraj is currently working as a Senior Research Scientist at Nokia Standards. Prior joining Nokia he was part of TCS Research as Senior Scientist. He has research experience of more than 15 years in different fields of wireless and NextGen networks. His area of interests lies mostly in Next-gen Wireless Networks such as 5G/6G, Intelligent Network Automation, Information-Centric Networks (ICN), Tactile Internet, and Cellular Metaverse. Dr. Bighnaraj completed his PhD from IIT Delhi in 2012 the area of Wireless Communication, and did Postdoc from SDSMT, USA.
Dr. Bighnaraj is co-inventor of 50+ filed patents and has 40+ publications in reputed international conferences and journals. He is a senior member and member of IEEE and ACM, respectively.
Dr. Bighnaraj is actively participating and contributing to 3GPP and TSDSI standardization activities.
Prof Brejesh Lall completed PhD in 1999 from IIT Delhi in the area of Multirate Signal Processing. He joined Hughes Software Systems in September 1997 and worked there for nearly 8 years in the Signal Processing group. He worked on Source Coding and PHY layer solutions for many communication technologies such as terrestrial wireless, GEO and LEO Satellite communication systems, Satellite broadband and others.
He returned to his alma mater and joined IIT Delhi as a faculty member in 2005. Since July 2005 He has been in the Electrical Engineering Department and has contributed to research & teaching in the general area of Signal Processing. The areas in which he has been publishing and doing sponsored research are centered on signal processing. The areas include, object representation, tracking and classification, odometry, depth map generation, representation, and rendering. He is also exploring vector sensor based underwater acoustic communications, and performance issues in molecular communications.
He is presently professor Electrical Engineering Department and has earlier served as the head of Bharti School of Telecom Technology and Management at IITD, and the coordinator of two centers of excellence, viz. Airtel IIT Delhi Centre of Excellence in Telecommunications and Ericsson IIT Delhi 5G Center of Excellence. He is also the incharge of an IoT laboratory that he set up in collaboration with Samsung. He is also the Co-PI of the Project “Building an end-to-end 5G Test Bed” funded by DoT.
He has mentored 5 startups, in the areas of Virtualization, Geo-fencing, UAV based solutions and recommendation and data mining. He actively participates in building and deploying technology. He has also served as an expert in numerous government and private agencies in aspects related to signal processing.
Charumati P is working as a GROUP LEADER at C-DOT Bangalore. She holds Masters in Computer Application from Punjab University Chandigarh and is Certified Project Management Professional (PMP). She has 22+ years of experience on design and development of IN Network, 2G & 2.5G network , integration of 4G eNodeB for femto and macro networks, design, development and integration of WiF5 and WiFi6 based access networks and PM-WANI solution.
Currently, she is leading the integration of Wi-Fi solutions and software development of WiFi access points and controller.
Mr Dale Seed is a Principal Engineer at InterDigital, Inc. In this role, Dale focuses on IoT research and innovation and also participates in several M2M/IoT industry standards bodies including oneM2M, 3GPP, IETF and ETSI. He is an active contributor working to define technologies that are helping shape and enable the Internet of Things. Dale currently serves as Vice Chairman of the oneM2M Technical Plenary. Most recently, Dale also helped launch the new Sustainability initiative in oneM2M and is serving as the convenor of this sub-committee. Dale is also involved in the architecture and design of IoT prototypes and products and interfaces to business and product management teams as well as external customers and partners. Dale has worked at InterDigital for 10+ years and before joining InterDigital, he held positions at Intel and Lucent Technologies.
As an employee of InterDigital, he is also a member of Convida Wireless which is a Joint Venture partnership between InterDigital and Sony focused on researching future IoT technology areas.
Debarati Sen is currently an Associate Professor, IIT Kharagpur, India. She was a Post-Doctoral Research Fellow with Chalmers University, Sweden, and a Senior Chief Engineer
with Samsung Research, Bangalore, India prior to join IIT Kharagpur in 2013. In 2014, Dr. Sen was a visiting faculty with TUM, Germany; and in 2019, she was an academic visitor with Monash University, Australia. She has about 15 years of R&D and academic experience related to Wireless and Optical Communications including Interdisciplinary Computing. She has 18 patents to her credit and has published more than 100 papers in Journals and Conferences. She has received IE(I) Young Engineers Award 2010; IETE N.V.G. Memorial Award 2013; DAAD-IIT Faculty Fellow 2014, Qualcomm Innovation Fellowship 2017, Faculty Excellence Award IIT Kharagpur 2020. She is a Senior Member of IEEE, Fellow of IE(I) and IETE.
Dirk Weiler is Chair of the ETSI Board, ETSI representative to the European Commission’s ICT Standardization Multi-Stakeholder Platform, Vice Chair of the German BITKOM Working Group Standardization, member of the CEN-CENELEC-ETSI Joint Presidents’ Group and member of the German DIN Presidential Committee FOKUS.ICT. He is Head of Standards Policy in Nokia, responsible for standardization policy and membership portfolio. He is a frequent speaker, panellist or moderator in conferences and events on technology, standardization and IPR topics.
Dirk has chaired ETSI’s IPR Special Committee from 2008 – 2018 and ETSI’s General Assembly from 2010-2014. Until 2006 he has held various management positions in development, research, intellectual property, standardization and marketing in Siemens. Since 1988 he has been working actively in standardization on technical as well as board level in various organizations. He graduated in 1985 as Diplom-Physiker from the University of Cologne and the Institute of Nuclear research in Jülich, Germany.
Emilio Dávila has worked since 2013 in the European Commission Unit dealing with Innovation and Blockchain within Directorate General for Communication Networks, Content and Technology (DG CONNECT). He is responsible of coordinating ICT Standardisation strategies, liaising with Standards Development Organisations active in ICT, and in particular building bridges between research and standardisation and how standardisation contributes to innovation. He is also following up (among other sectors) international standardisation activities on blockchain/DLT in the different standardisation organisations.
Prior to this, Mr. Dávila was research project officer in the field of Intelligent Transport Systems, following Connected Vehicles, iMobility and eSafety initiatives. He was responsible for eCall file. Emilio started working in the Commission in the Directorate General for Research, within the EU programme to support the participation of SMEs in the EU Framework Programmes for research and Innovation. Before joining the European Commission, Mr. Dávila set up and directed the liaison office in Brussels of the Spanish Association for New Technologies, AENTEC, which brought together Spanish high-tech SMEs. Prior to it, he was liaison officer for ELIOP, a Spanish SME active on telecontrol systems and stations.
Mr. Dávila graduated as Telecommunication Engineer in the Polytechnic University of Madrid and holds a Degree in Law from the Spanish Open University.
Fathi is a Telecommunication Standardization subject matter expert with +25 years of experience. Leading cross-functional projects coordinating with global key partners, vendors, and customers. Interfacing the cooperation from standardization point of view with global Tier 1 telecommunication industry players and global Standardization bodies GSMA, GCF, ITU, ETSI, 3GPP, LCA and MetaVerse Standardization Forum.
Starting his career at Siemens Germany as an R&D MSc student for Chipset and terminal development, Fathi did a stint in the automotive industry, and later worked at O2, Germany, Telefonica Germany, where he was instrumental in launching technology services such as LTE, VoLTE, VoWiFi,5G NSA -SA, e-SIM Smartphone OS expert level, Test Systems Smart City, Internet of Things, AI, ML, LiFi standardization, MetaVerse Standardization etc.
Georg Mayer is one of the 3 plenary chairs of 3GPP, the standards developing organization which defines 5G. He is responsible for the system and services aspects defined by 3GPP. Currently he actively drives the integration of the so-called vertical industries into 3GPP and the 5G eco-system in general.
Georg works for Huawei, he is a published author and has over 20 years experience in mobile telecommunication and standardization.
Giovanni Romano is currently coordinating TIM activities on technical standards related to radio access and spectrum.
In October 2016 Giovanni was nominated Alternate Board Director, representing TIM in NGMN and since 2020 he is attending the Executive Committee of O-RAN ALLIANCE.
Since 1996 Giovanni has been active in several international standardisation fora and he is currently attending 3GPP RAN, NGMN and O-RAN ALLIANCE. He is the 3GPP appointed coordinator for the exchange of information between 3GPP and ITU-R and coordinated the submission of 3GPP “5G” towards IMT-2020.

Dr. Gopinath Rao Sinniah is currently the Chairman of Reference Panel and Chairman of Internet of Things (IoT) & Smart Sustainable City (SSC) Working Group under Malaysian Technical Standards Forum Bhd (MTSFB). He is also the CTO and Co-Founder of Favoriot Sdn Bhd, a start-up focusing on IoT Platform and Solutions. He holds a Doctorate, Master’s and Bachelor’s degree from University Sains Malaysia in Computer Science. He has architected many IoT solutions in current and previous organisations. He has many years of experiences in various IT industries, with the focus on Research and Development. Hideaki Takahashi received the B.E and M.E degrees from Kyoto University. He is currently a Senior Specialist Standardization in Nokia. He has around 22 years of experience in the telecommunication and automotive industries, including NTT DOCOMO, a Japanese mobile network operator and DENSO, an automotive supplier. He has been working on mobile telecommunication standards since LTE and onwards as a delegate in 3GPP, covering RAN architecture (RAN WG3), radio protocols (RAN WG2) and RAN project management (TSG-RAN). He is currently a SA1 delegate from Nokia and working on 3GPP Release 19 study item on integrated sensing and communication.
Dr. Hideyuki IWATA is now CEO and S.V.P. of TTC (The Telecommunication Technology Committee), Japan from 2021. He joined NTT(Nippon Telegraph and Telephone corporation) in 1991. He contributed to be commercialized of underground 1000 optical fiber cable and SZ stranded slot aerial optical fiber cable for FTTH (Fiber To The home). He has been in charge of standardization at the NTT Group for many years. He is Vice Chairperson of ASTAP (Asia-Pacific Telecommunity Standardization Program) and the chairperson of XGP (eXtended Global Platform) Forum since 2020. He has been a visiting professor at the UPC (University of Peruana de Ciencias Aplicadas) since 2019 and the Honorary Research Fellow at the UNIMAS (Universiti Malaysia Sarawsak) since 2018.
Jacques Fluet has over 30 years of telecommunications industry experience in wireless, optical, and wireline networks. He held various leadership positions in the engineering teams of Nortel and Ericsson. Since joining TIA, he has been involved in 5G, service assurance, Smart Buildings, and for the last 3 years, in the evolution of the Data Centers. Jacques leads industry working groups that are responsible for the development and evolution of the TIA data center certification program.
JaeSeung Song is a professor, leading the Software Engineering and Security group (SESlab) in the Computer and Information Security Department at Sejong University. He holds the position of oneM2M Technical Plenary Vice Chair, IEEE ComSoc IoT Architectures Research Group Chair and TTA IoT/M2M Convergence Special Project Group Chair. Prior to his current position, he worked for NEC Europe Ltd. and LG Electronics in various positions.
He received a PhD at Imperial College London in the Department of Computing, United Kingdom. He holds BS and MS in Computer Science from Sogang University.
His research interests span the areas of software engineering, networked systems and security, with focus on the design and engineering of reliable and intelligent IoT/M2M platforms, particularly in the context of semantic IoT data interoperability. He also holds leadership roles in several conferences such as an IoT series editor of IEEE Communications Standards Magazine and an IoT track chair of IEEE Conference on Standards for Communications and Networking.
Jagdeep Walia is General Manager and Security Consulting Lead at Ericsson and currently oversees network security engagements in the Market Area South East Asia Oceania India. He is an experienced telecom professional and has over 25yrs of telecom industry experience in various roles & capacities stretching cross Consulting, Business Development, Presales and NW Planning, having worked in both India and abroad. He has been for last 10 years working in Security Domain, with focus on managing client engagements, contracts and fostering vendor relationships in Network Security. He is also the member of TSDSI (Telecommunications Standards Development Society, India) a Standards Development Organisation (SDO). Past experience includes working with technologies e.g. Next generation Networks, VoIP, IMS to mention a few. Prior to Ericsson he has worked with Siemens Public communication Networks Ltd. Jagdeep holds a Bachelor of Engineering Degree in Electrical Engineering from the Punjab Engineering College, Chandigarh and graduated in 1995.
Jishnu Aravindakshan is Principal Architect in CTO’s office, Tejas Networks India Limited and has 17 years’ experience in the field of Telecom. He obtained his BTech in electronics and communication from NIT, Calicut in 2001 and Masters from IISc, Bangalore in 2004. Subsequently he joined Tejas Networks and is responsible for deciding the long term roadmap of the company. He has represents Tejas at ITU-T SG15 and has contributed towards the development of ITU-T G.8032 and MPLS-TP standards. His present interests include 5G-Adv evolution, 6G, and network slicing. He is actively involved in 5G standardization through TSDSI (Telecom Standards Development Society, India) at ITU-R WP5D, and as Individual Member at 3GPP RAN1/SA2. He was closely involved in the design of 3G/4G backhaul architecture with major Indian and International operators. He successfully represented India and TSDSI during the IMT2020 standardization activity for inclusion of LMLC (Low Mobility Large Cell) as a 5G evaluation configuration in Rural eMBB. He was the founding Chairman of Optical Access and Transport Study Group (SG3) in TSDSI which developed CPRI Fronthaul standard. Later he continued as the Vice Chairman of Study Group – Networks (SGN) and coordinated the effort from TSDSI for including a 5G Radio Interface Technology (RIT) or 5Gi from India in ITU-R IMT 2020. He has filed 18 patents and was awarded the best paper award by IETE in 2006. He has edited the Springer’s CSI Transaction on ICT on a special issue on “Wireless in the future” as a guest editor in March 2019.
Jitendra Singh is currently working with Qualcomm, where his responsibilities include interfacing with regulatory and policy making agencies in the region on behalf of Qualcomm. Having more than 30 years of experience in the field of communications management, his work includes the advocacy and planning of identification of additional spectrum for IMT and mobile broadband at various National and Global Forums. He currently chairs a committee on IMT usage for Industry 4.0 in ITU-R Working Party 5D. He also plays a key role in APT region telecom industry coordination activities. He has created and submitted many spectrum policy related papers in ITU and APT on behalf of India. He was actively involved in harmonization of various frequency bands (e.g.900 MHz, 1800 MHz, 2100 MHz and 2300 MHz). Jitendra holds a bachelor’s degree in engineering in Electronics and Telecommunication from Jawaharlal Nehru University. He has done post-graduation in business administration from Symbiosis and Advance Computing from CDAC, India.
Jobi is working as director at Keysight R&D responsible for Protocol Carrier Acceptance. He has more than 22 years of telecom experience, worked with 3GPP standards from 2G to 5G in Mobile IOT space. He is Instrumental in creating the first GCF accredited lab in India. As an R&D Director in Keysight he Leads 100+ telecom R&D engineers for the Protocol Carrier Acceptance solution, which is first and No.1 5G Protocol Test solution (3GPP compliant) for operator acceptance. Produced many first in market on 5G technology and maintained #1 position for last 5 years with 100s of Satisfied customers covering Chipsets, Devices and Test houses globally. Dr. Kyoung Cheol Koo is the Vice President of the Telecommunications Technology Association (TTA) in south Korea. He has been involved in the field of ICT standardization for over 30 years. He started his work in 1992 as a researcher at Electronics and Telecommunications Research Institute (ETRI). In 2001, he moved to the TTA for improving the standardization system of Korea. He has played an important delegation role in International Standardization Meetings such as ITU-PP, WTSA, and ITU-T TSAG. He has also engaged in GSC (Global Standards Collaboration), CJK (China-Japan-Korea) IT meeting, 3GPP PCG/OP (2019 and 2022 Vice-Chairman), and oneM2M as Head of Delegation.
Lars S. Nielsen is the General Manager of Global Certification Forum. In a career spanning nearly 30 years at Motorola, Lars’ wide-ranging experience covers the development, testing, quality and compliance of mobile devices as well as the management of international regulatory and policy issues. Lars is well known within the GCF community, having participated in the work of GCF as a Motorola delegate since the organization was founded in 1999. For several years he served as an Executive Director on the GCF Board of Directors and in the Board’s Finance Committee. Active across the mobile industry, Lars chaired the Mobile Terminals Working Group of DIGITALEUROPE and participated in working groups for bodies as diverse as the ITU-T, ETSI, CENELEC, PTCRB and the Bluetooth SIG.
Dr. Laura Roberti is Director for Spectrum and Market Access in Telesat. She is globally responsible for Telesat regulatory licenses and authorisations, including for the new Telesat Lightspeed system. She also participates in related ITU-R and ITU-D work.
She has a PhD in Electronic Engineering from the Polytechnic of Turin (Italy) and many years of experience working in the industry and academic/research world. Her experience covers satellite/terrestrial telecommunication systems and spectrum management and engineering. She is the author of several research papers in the area of radio propagation. Prior to Telesat, she has worked for Inmarsat, British Telecom, NASA and the Polytechnic of Turin.
Luciano L. Mendes (Member, IEEE) received the B.Sc. and M.Sc. degrees from Inatel, Brazil, in 2001 and 2003, respectively, and the Doctoral degree from Unicamp, Brazil, in 2007, all in electrical engineering. Since 2001, he has been a Professor with Inatel. He has led several research projects funded by FAPEMIG, FINEP, and BNDES. From 2013 to 2015, he was a Visiting Researcher with the Vodafone Chair Mobile Communications Systems, Technical University of Dresden, where he has developed his Postdoctoral Program sponsored by CNPq. Since 2015, he has acted as a Research Coordinator at the Radiocommunication Reference Center, Inatel, which is a research project aiming at addressing the main challenges for the Brazilian Society regarding mobile, satellite, and terrestrial communications. His main research interests include solutions for the physical layer of the future fifth generation of mobile communication systems (5G). He has published several papers in a research field at the last years. He has also been a CNPq level two Research Fellow, since 2016. In 2017, he was elected as a Research Coordinator of the 5G Brazil Project, an association involving industries, telecom operators, and academia, which aims for funding and build an ecosystem toward 5G, improving the discussions about the Brazilian needs for this network and how Brazil can contribute with the international standardization.
Madeleine Noland is the President of the Advanced Television Systems Committee Inc. Widely respected for her consensus-building leadership style, she chaired the ATSC technology group that oversees the ATSC 3.0 next-generation broadcast standard before being named ATSC President in May 2019. Previously, she chaired various ATSC 3.0-related specialist groups, ad hoc groups and implementation teams since 2012.
A 15-year industry veteran, Noland held key technology management and standards roles at Back channel media Inc., Telvue Corp. and LG Electronics. She received TV News Check’s “2019 Futurist” Women in Technology Award and was named one of 2018’s “Powerful Women in Consumer Technology” by Dealer scope magazine. In 2016, she received the ATSC’s highest technical honor, the Bernard J. Lechner Outstanding Contributor Award. She graduated cum laude from the University of Massachusetts.

Dr. Manikantan Srinivasan, currently works at NEC Corporation India Pvt Ltd (NECI) and holds a title as Assistant General Manager. At NECI Dr. Manikantan is involved in Cyber Threat Intelligence, Cyber Security, Telecom Security, 5G and beyond related research, O-RAN alliance architecture based 5G solution development, and 3GPP standardization initiatives. Also, Dr. Manikantan is an adjunct faculty member in the Computer Science and Engineering Department at Indian Institute of Technology Madras, India. Manohar Swaminathan is a Senior Principal researcher at Microsoft Research India. He is also a founding co-convener of the Center for Accessibility in the Global South at the IIIT-Bangalore. He has a PhD in CS from Brown University, was a Professor at the Indian Institute of Science, co-founder of PicoPeta Simputers and Strand LifeSciences and has advised, and angel-funded several technology startups in India. His current research in accessibility is built around Ludic Design for accessibility. a new methodology which puts play and playfulness central to all technology solutions for accessibility.

Dr Mehdi Bennis is a full (tenured) Professor at the Center for Wireless Communications, University of Oulu, Finland and head of the intelligent connectivity and networks/systems group (ICON). His main research interests are in radio resource management, game theory and distributed AI in 5G/6G networks. He has published more than 200 research papers in international conferences, journals and book chapters. He has been the recipient of several prestigious awards including the 2015 Fred W. Ellersick Prize from the IEEE Communications Society, the 2016 Best Tutorial Prize from the IEEE Communications Society, the 2017 EURASIP Best paper Award for the Journal of Wireless Communications and Networks, the all-University of Oulu award for research, the 2019 IEEE ComSoc Radio Communications Committee Early Achievement Award and the 2020-2021 Clarviate Highly Cited Researcher by the Web of Science. Dr Bennis is an editor of IEEE TCOM and Specialty Chief Editor for Data Science for Communications in the Frontiers in Communications and Networks journal. Dr Bennis is an IEEE Fellow.

Mohamed leads as well the 5G Media global business development activities and worldwide associated projects. Aziz constantly monitors associated market movements and related technological progress aiming at providing guidance towards overall product and solution’s strategy.
After obtaining his Master degree in Computer Networking and Telecommunications, Aziz became a Mobile Core Network Specialist within Nokia Networks with an extensive Cellular PDN/EPS/IMS/SDM technical background before joining Rohde & Schwarz in 2018.
Moe Ba is senior coordinator for digital innovation ecosystems at the International Telecommunication Union – the UN specialized agency for ICT/Telecommunication – where he has worked for the past six years.
His role is to help strengthen ITU Member States’ capacity to innovate and integrate ICT innovation in their national development agenda.
In his current role, his main interventions areas are in a) building stakeholders’ capabilities in innovation and entrepreneurship; b) supporting scale-up of entrepreneurship driven digital innovation aligned to national development priorities; c) assisting countries in assessing and developing strategies that inform competitive national policies; and d) supporting the development of flagship initiatives that achieve impact and sustainability in key sectors.
His passion is to help communities unlock their potentials through stakeholder empowerment and connecting opportunities to resources.
Prior to joining ITU, Mr. Ba spent 18 years in the private sector including working in Silicon Valley and internationally. Has Twenty Six years of professional experience in spectrum management while working in various domains of it. She is associated with the works of Spectrum Monitoring, Spectrum Auctions, National Regulations, Satellite coordination and International Regulations in various capacities while working in WPC and WMO. She also represented India as Techno-regulatory expert at the International Court of Justice, The Hague.
Recently, she has been nominated as India’s candidate for the Member Radio Regulations Board of ITU and she won the position. Now, she is the Member, RRB for the period from 2023-2026.
Narayanan has about 30 years of experience in the area of Power Systems. As a Principal Consultant in Tata Consultancy Services, he is engaged in building smart grid solutions; consulting and evaluation of technology and smart grid functionality for global utility customers. He has worked with Real Time dynamic test environments for IEDs and Substation automation products and has good working knowledge of communication protocols used in Substation and Distribution Automation including IEC 61850. He is continuously engaged in forums such as IEEE, Power and Energy Society, Bureau of Indian Standards . He has been actively engaged in interoperability work groups in power system areas. He has Masters degree in Electrical Engineering from Memorial University, Canada with specialization in Power System Harmonics.
Neha is the co-founder and CEO of Astrome, a millimeter wave deep technology company building products for rural broadband and 5G. Neha holds a PhD from Texas A&M University and a Master’s from Indian Institute of Science(IISc) in Aerospace Engineering. She did her Bachelors of Engineering in Electronics and Communication Engineering from Rajasthan University. She was awarded the prestigous Amelia Earhart Fellowship by Zonta Foundation during her PhD. In 2020, Neha received the Unreasonable Fellowship, a global community of select growth-stage entrepreneurs, institutions, and investors to profitably solve pressing global problems. She is also a WEQ fellow, an award jointly given by AnitaB.org, USISTEF and Government of India. In 2019, she was selected for ITU’s EQUALS program. She co-founded two other companies prior to Astrome. She is also a Amelia Earhart Fellow 2012 and Karman Fellow in 2021.
Özlem Tuğfe Demir received her B.S., M.S., and Ph.D. degrees in Electrical and Electronics Engineering from Middle East Technical University in 2012, 2014, and 2018, respectively. She was a postdoctoral researcher at Linköping University, Sweden, in 2019 and 2020. She was a postdoc at KTH Royal Institute of Technology, Sweden, from the beginning of 2021 until September 2022. She is currently an assistant professor in the Department of Electrical and Electronics Engineering at TOBB Economics and Technology University, Turkey. Her research interests focus on signal processing and optimization in wireless communications, massive MIMO, cell-free massive MIMO, beyond 5G multiple-antenna technologies, reconfigurable intelligent surfaces, machine learning for communications, and green mobile networks.
Ms Pamela Kumar is the Director General, Telecommunications Standards Development Society (TSDSI), and Bharti Chair Visiting Professor at UIET Panjab University.
Since her joining at TSDSI as Director General in early 2017, TSDSI has made a mark in the global standards arena – with its contribution of the Low Mobility Large Cell (LMLC) requirement for 5G Rural broadband in ITU and later approval of its Radio Interface Technology (RIT) – 5Gi as an IMT2020 technology standard by the ITU. Other notable accomplishments are adoption of oneM2M as a national standard and formation of 5G High Level Forum.
Pamela has worked at AT&T, Bell Labs, C-DOT, and held leadership positions in Texas Instruments, IBM, Hewlett Packard Enterprise, R&D labs in India. She also did a short stint with 2 startups, setting up the R&D centres of Network Programs and Alliance Semiconductors. She holds 3 Patents granted by USPTO and has 5 patent applications pending in the Networking Accelerators domain. She has been a Keynote/ invited speaker in 90+ Local and Global forums.

Leader and participant on numerous EU funded research projects focusing on media accessibility. She works in standardisation and participates in the UN ITU IRG-AVA – Intersector Rapporteur Group Audiovisual Media Accessibility, ISO, SAGA, and ANEC. She has been working on Immersive Accessibility for the past 4 years first in a project called ImAc, which results are now further developed in TRACTION, MEDIAVERSE, MILE, and has just started to work on green accessibility in GREENSCENT. In the past, I have worked as a 3GPP protocol stack engineer in developing L2 / L3 stack for various telecom products. Post which have worked as a Product engineer in developing in-house consumer based wireless products such as pocket routers, CPEs and also Telematics Control Units / OBD dongles in automotive space. In this position, have successfully delivered many products into the market commercially and at scale. Currently, my efforts are also towards telecom standardisation 5G and beyond 5G / 6G in TSDSI, 3GPP, GSMA etc. Have more than 35 granted patents in the field of wireless communications. Dr Pradipta Biswas is an Associate Professor at the Centre for Product Design and Manufacturing and associate faculty at the Robert Bosch Centre for Cyber Physical Systems of Indian Institute of Science. He has been elected as a vice chairman of ITU Study Group 9 and a Co-Chair of the IRG AVA and Focus Group on Smart TV at International Telecommunication Union. He is a member of the UKRI International Development Peer Review College Association of Computing Machinery (ACM) and was a professional member of the Society of Flight Test Engineers British Computer Society, Associate Fellow at the UK Higher Education Academy and Royal Society of Medicine.
Mr. Prakash R is the Chair in the Study Group Networks of TSDSI. He is also working as “Technical Expert” in Centre for Development of Telematics (C-DOT).
He has been working as a researcher in the telecom industry for the past 28 years. His current interests include Software-intensive Telecom Systems, Wireless Networks (4G/5G/6G), Data Networks, Cloud Computing, Software Defined Networks, Green Telecom and Standardization.
Mr Prakash completed his B.Tech at R. V. College of Engineering, Bangalore in 1993. He has been working in C-DOT since 1994 in various roles and is currently holding an Executive position.
He is currently the coordinator for the following programs: 4G/LTE Radio Access Network and ERP Implementation at C-DOT. He is a member of the technology roadmap and strategic planning group in C-DOT.Mr. Prakash is an IEEE Senior Member, ACM Member and IETE Fellow.
Pranav Jha works with IIT Bombay, Mumbai, India as a Senior Scientist. His current research interest lies in Broadcast-Broadband Convergence, Rural Broadband Communication and Network Architecture for 5G & beyond. He is an active participant in the development of telecom standards and contributes to IEEE, 3GPP, TSDSI, and ITU standardization efforts. He also chairs two IEEE working groups, IEEE P1930.1 and IEEE P2061.
Prasad is a serial entrepreneur and technologist. Prior to Astrome, Prasad co-founded a successful company in the domain of visual search and AI. He did his Masters in System Science and Automation Engineering and Ph.D. in Computer Science and Automation Engineering at the Indian Institute of Science. Prasad did his Bachelors in Electrical Engineering from the National Institute of Technology, Surathkal. He received the best outgoing student award during his Masters at IISc. He worked with Ericsson for 20 years before moving to ZTE & then to Saankhya Labs. He has been in the Sales & Business Development role during the last 14+ years. Over the years, he has gradually evolved from various leadership roles like Engineering R&D, System Integration, T&V, Project/Program Management, and finally in his current role in Sales & Business Development.
He has managed customers across the globe like, AT&T, Cingular Wireless, Rogers, Charter Communications, Sinclair Broadcasting, Telcel, RCOM, RJIO, Vodafone, etc.

Major General (Dr) Pritam Bishnoi, Vishisht Seva Medal, (Retired) joined the Indian Army through National Defence Academy Pune and Indian Military Academy Dehradun on 09 Jun 1984 in Corps of Signals after having completed his schooling from Sainik School, Chittorgarh in Rajasthan. He has done B Sc (JNU-1983 in NDA Pune), B Tech – ECE (JNU-1991, in CME Pune & MCTE Mhow), M Tech in Communication Systems (IIT Rorkee-1995), M Sc (Defense Strategy from Madras University-1999, in DSSC Wellington), Master in Management Science (Osmania University-2008 in CDM Secunderabad), M Phil in Strategic Management (Osmania University-2010, in Secunderabad), Ph D in Economics (Devi Ahilya Vishwavidyalaya, Indore, 2012) and M Phil in Defence and National Security Strategy (Madras University – 2017, in NDC Delhi).

Ms. Priyanka Dey is a Senior Research Engineer in Centre of Excellence in Wireless Technology (CEWiT), Chennai, India. She received her M.Tech. degree in Electronics and Communication from Indian Institute of Technology Bhubaneshwar, India, in 2016. She represents CEWiT in 3GPP RAN1, TSDSI and ITU. She was one of the recipients of the “TSDSI Outstanding Technical Contributions Awards 2020-2021”. Currently, she is working on 5G and beyond related topics like Intelligent reflective surfaces, full duplexing, network controlled repeaters etc.
Dr. Punit Rathod is a PhD from IIT Bombay with a 17+ years of wireless R&D experience. He has a diverse experience of working as an academic researcher, entrepreneur in a public-safety communications startup, and more recently standardization research in multinational companies.
He has contributed to national and international standardization efforts at TSDSI, 3GPP, IEEE, and ITU-R. His recent work has been focused on spectrum regulation and standardization as a Lead-Technical Standards with Qualcomm Standards and Industry Organization.
Puneet Jain is a Senior Principal Engineer and Director of Technical Standards in the Next Generation and Standards (NGS) Group at Intel Corporation. He is head of the Network Standards team and is responsible for driving research and standardization on end-to-end network architecture for mobile broadband technologies such as 5G, Beyond 5G, and 6G. Puneet is Chairman of 3GPP SA WG2 since 2019. He has also served as 3GPP SA WG2 Vice-Chairman (2015 – 2019) and Rapporteur of several study/work items on Machine Type Communication (MTC)/Cellular Internet of Things (CIoT) in 3GPP SA WG2. Puneet has also served as oneM2M Steering Committee Vice-Chairman (2014–2016). In his previous roles at Intel, he was chairman of WiMAX-3GPP interworking sub-team at WiMAX Forum, involved in design and development of ATM RAN reference implementation for Intel Network Processors.
Shri Kumaramohan has 33 years of experience in ISRO. During the first 16 years he had worked in Space Applications Centre, Ahmedabad on designing beam shaping antennas for ISRO’s INSAT-3 series of communication satellites and development of software related to verifying antenna performance during antenna design and fabrication stages. Richard Burbidge is a Senior Principal Engineer with Intel Corporation. With over 25 years of experience in the wireless industry, he has been involved with the development of cellular standards since 1998, and has participated in 3GPP since its inception in 1999. Over this time he has contributed to 3 generations of cellular technology, firstly UMTS, then LTE, and now 5G NR and beyond. From 2015 to 2019 he served as the Chair of the 3GPP TSG RAN 2 committee responsible for the radio interface architecture and protocols of LTE and 5G NR. Rohit Budhiraja is currently an Associate Professor in IIT Kanpur, where he led the effort to design the indigenous 5G network. Prior to joining ITU, he worked as a Research Engineer in the Engineering Department of Microwave Factory Co., Ltd, Tokyo, Japan. He received a PhD in Electrical and Computer Engineering from Yokohama National University, Japan. He is recipient of multiple Best Paper Awards, the IEEE AP–S Japan Student Award and the Young Engineer of the year award by IEEE AP–S Japan in 2018. Dr. Vinosh joined Qualcomm in 2011 and has served over the years in roles spanning engineering and standardization. He currently leads Qualcomm’s standardization engagements in India. He engages Indian & regional stakeholders on matters related to radio standardization and regulation. Vinosh is the convener of the 5G India Forum (5GIF), and a member of the TIG-6G, the Indian 6G flagship program. He holds a Ph.D. in Electrical Engineering from the IIT Madras, with specialization in wireless communication. He is also a senior member of the IEEE.
Vinutha B Narayanmurthya is a Wipro DMTS distinguished member with an overall experience of 30+ years in the software industry, 25 years of which are with Wipro. She has worked extensively in embedded domain areas such as networking, storage and printers. In Wipro CTO, from the last 3 + years, her main focus has been the area for artificial intelligence, machine learning and deep learning. She is one of the key members that pioneered the HOLMES platform – Wipro’s AI platform. She heads the Wipro CTO AI research team focusing mainly in cognitive space. The team is a blend of PHDs, MTechs, primarily in the Artificial intelligence space. The research team focuses on creating impactful solutions for customer problems in the areas of anomaly detection, explainability, NLP and image processing
Dr Vireshwar Kumar is an Assistant Professor in the Department of Computer Science and Engineering at Indian Institute of Technology (IIT) Delhi. He also works closely with Bharti School of Telecommunication, Khosla School of Information Technology and Center of Excellence in Cyber Systems and Information Assurance at IIT Delhi. He received his B. Tech. in Electrical Engineering from IIT Delhi and Ph.D. in Computer Engineering from Virginia Tech. University. Before returning to IIT Delhi, he worked as a Postdoctoral Research Associate in the Department of Computer Science at Purdue University. His research interests include anatomizing the communication protocols employed in cyber-physical systems for security and privacy vulnerabilities, and then mitigating them with innovative defense mechanisms.
Vishnu is an alumnus of IIT/D, has 23 years of hands-on experience in the field of Telecom industry, developing and implementing standards, holds 13 international granted patents, published many papers and was appointed as scientific Advisory Board Associate (SABA) member of Motorola Networks.
He currently consults with ITU-T as an independent consultant, is the chief-editor of the recently published ITU-T Recommendation Y.3172 and collaboratively edited Y.3173, Y.3174 with other ITU members.
His current passion includes coordinating global standards in ITU-T, liaison with other SDOs like ETSI and IRTF, mentoring student projects, coordinating global challenge in AI/ML in 5G.
Wang Xinhui (wangxinhui @zte.com.cn) is currently the General Manager of Standardization and Industrial Relations in charge of technology innovation, standardization, strategy and industrial relations building, Vice President of ZTE Corporation.
He received Bachelor and Master Degrees from Northeastern University of China. He joined ZTE working on software development and system design of wireless communication system in 2000. Since 2006, he has been focusing on advanced radio access technology research and standardization with over 20 published papers and 50 granted patents held globally. The team under his leadership works in 200+ international/regional/domestic Standardization Organizations, Industrial Alliances/Fora/Consortia and Open Source Communities of significant prominence.
He has been elected Vice Chairman of 3GPP GERAN TSG for three consecutive terms since 2011. He serves as Member of Advisory Committee of IMT-2020(5G) Promotion Group, Member of Advisory Committee of IMT-2030(6G) Promotion Group and CCSA TC5 vice chairman. He has been the Keynote Speaker of IEEE ICC and IEEE WCNC along with Industrial Speaker of China Delegation for 7 continuous Global 5G Summits.
